2-1-1 Consultant

PA2-1-1 is seeking the services of a consultant for the period beginning March 15 and running into the first quarter of next year.

This is a grant funded position whose purpose is to develop the short and long term relationships and resources required for the start-up and operation of the PA2-1-1 state office and the further development of its seven regions.

The consultant will work with a task force of members from the boards of PA2-1-1 and the United Way of Pennsylvania to identify and develop relationships with potential funders and the proposals and materials to support various request and negotiations for funds and/or contracts.

Background: 2-1-1 is an easy to remember phone number and website linking those in need to health, human and other community services. In 2010, the PUC designated the PA2-1-1 organization to implement a statewide system. Since that time, seven regions have been established, with formal agreements signed by five service providers in five regions. An additional provider, covering the southeastern part of the state, is affiliated but contracts with Delaware State´s 2-1-1 organization. The northwest part of the state intends to submit a plan within the first quarter of 2012. Common software was chosen and is being used to both record calls and develop the state -wide resource database. Plans are moving forward for the development of a website that will include pages devoted to disaster relief.

PA2-1-1 is governed by a 12 member working board that meets quarterly in person and monthly by phone. Its officers serve as the steering committee for the organization and the vice president also serves as the interim operations director for the organization. Much has been accomplished but the work remaining is both urgent and important. In order for 2-1-1 to fulfill its promise, a strong state office must be established to assist the regions and monitor their performance, to establish contractual relationships with state government and relationships with corporations, and foundations to improve operations.

The United Way of Pennsylvania has been a long-time proponent of 2-1-1 and an active partner in the establishment of PA2-1-1. Recently members of the board have raised the funds to hire a consultant for the purpose of developing relationships and resources to strengthen the operation. In addition, members of the United Way board and its executive director will provide their fund raising expertise and business and government contacts as part of a joint task force with members of the PA2-1-1 board. The purpose of the task force is to provide assistance to the consultant by opening doors to contacts and information that will lead to grants and contracts for PA2-1-1.

Generally: The task force envisions a contract with an independent consultant or organization that would devote the time sufficient to achieve the outcomes listed below. At the discretion of the consultant, space, equipment and limited clerical support can be accessed at the United Way of Pennsylvania Office in Harrisburg. A work plan will be developed at the outset between the task force and consultant that will provide the “best fit” thinking about contacts and prospects as well as the assistance each member will provide in door opening and outreach to business leaders. The role of the task force is to facility the work of the consultant, not to direct his/her daily activities. At least quarterly, the task force and consultant will review progress being made toward the goal. Contacts between task force members and the consultant are expected to be frequent, as often as necessary to develop the required relationships.

Additional assistance may be provided through the dedication of some portion of a government relations contract currently held by one of the United Way partners.

Specific Deliverable:

-$300,000 in grants, contracts or significant progress and likely completion by March 2013, likely made up of some combination of corporate donations/sponsorships, grants from foundations and grants or contracts with State Government.

Discussions with the following state organizations are currently at the beginning stages - PEMA, Aging, Governor´s Office, Budget Office, Health Department, PUC

Materials Available Include:

-2007 2-1-1 business plan

-2012 PA2-1-1 revised plan, including budgets

-Grant template

-MOU between PA2-1-1 and United Way of Pennsylvania

-Regional agreements

-Regional plans
